What is a "regular result" on Google?

Consider the case of a website abusing SEO (search engine optimization) to reach the first page of search results. Are those results "regular"? We'd like "regular results" to be objective and factually correct, but which search engine can guarantee that? What if subjective or inaccurate sources are the only ones available online?

Unless there's proof of personalized results doing more harm than good, I can't see the point of advocating for "regular results" (regardless of how they're defined).
